Major expansion and renovation of the Veilingweg complex along the A20 motorway near Rotterdam, used by the Rotterdam-Rijnmond police. The complex accommodates office, archival and storage areas, a large canteen and an auditorium. There are also parking facilities and workplaces for the fleet of vehicles, and sport and training centres for both the theoretical and practical skills of the police in function. In the redevelopment, much attention has been devoted to sustainability. Use has been made of existing qualities, the buildings have a flexible internal layout, which also applies to the envisaged expansion, while stacking and multiple ground use have enabled the creation of extra green zones on the grounds. Due to the fact that the renovated complex has been designed as compactly as possible and the former fragmentation of functions removed, the operating lines are as efficient as possible. The well-considered sightlines and the inclusion of a clear and straightforward transport aorta have generated good orientation possibilities. In functional terms, the more confidential zones within the building have been grouped together and are appropriately insulated from the more public functions such as the restaurant and the auditorium. The stairs have been installed at a position that invites use, to



avoid easy reliance on the lifts. The climatization is divided into zones according to the function of the location. This makes a considerable difference in the specific need for technical installations and, as a consequence, the related energy consumption, maintenance and operational costs. Many of the technical installations are accommodated in a separate volume on the east side of the complex, so that these cause little obstruction. Firewalls and security limits are combined wherever possible, so that it is not necessary to make double use of materials. Large roofing elements, which can be installed in one go, including the interior and exterior finishing, are used for parts of the building. Much of the outdoor terrain is only semi-hardened, which assists the drainage of the complex.
